The Leelanau County Building Department is reporting that 454 permits were issued in 2011 at an estimated value of $26,897,501. That is a decrease of 3 permits (-.07%) and an estimated $2,015,527 in value (-7%) compared to 2010.

Home Affordable Program - New Refinance Plan

The Ins and Outs of Obama's New Mortgage Refi Plan



President Obama announced Monday a plan to ease eligibility rules for home owners who want to refinance to take advantage of ultra-low mortgage rates and lower their mortgage payments. The administration hopes that by broadening its requirements for the Home Affordable Program that about 1 million home owners will now be able to qualify. 

Here are more details about the newly announced changes to the program:

What is HARP?

It’s a program started in 2009 that allows home owners to refinance their mortgages at lower rates without having to meet the typical requirement of having at least 20 percent of equity in their home to do so. Under current guidelines, many underwater borrowers have been ineligible for the program because their home values had to be no more than 25 percent below what they owed their lender. Also, some home owners were unable to afford the closing costs and appraisal fees to participate. 

What’s changing?

Many of the extra fees to participate in the program have been waived, and home owners' eligibility won't be contingent on how far their home's value has fallen. 

Who’s eligible?

  • Home owners with loans backed by Fannie Mae or Freddie Mac can participate. (Home owners can visit: freddiemac.com/mymortgage or fanniemae.com/loanlookup to determine if their mortgage is owned by either). 
  • Home owners must be current on their mortgage. 

When will it take effect?

The changes could take effect by Dec. 1. HARP also is being extended through 2013 to allow more home owners the opportunity to qualify.

How successful will this be?

The administration hopes that by home owners being able to lower their monthly mortgage payments (with an average annual savings of $2,500 expected), they’ll be more likely to stay current on their mortgage and avoid foreclosure. Also, the administration hopes that it will then free up household money to start spending more on other things, which could provide an overall boost to the economy. However, the administration says it realizes that aiding the housing market requires much more than a refinancing plan. 

"This is only one piece of a broader strategy to help the housing market," says Housing Secretary Shaun Donovan. Donovan also notes federal efforts to help home owners who are delinquent on their mortgages and the unemployed.

(January 1 - September 30)

I have calculated the updated 2011 3rd quarter year-to-date (January 1 - September 30th) recent home sales data and market sales trends for Leelanau County and have posted the information above. The home sales statistics compare real estate housing sold in Leelanau County from January 1, 2011 through September 30, 2011 to the same time period in 2010 and 2009. This includes the townships of Bingham, Centerville, Cleveland, Elmwood, Empire, Glen Arbor, Kasson, Leelanau, Leland, Solon, Suttons Bay, and the City of Traverse City within the southeast corner of Leelanau County.

As you will notice in the housing sales data posted above, 2011 residential real estate sold in Leelanau County has declined slightly compared to 2010 in terms of average selling price (- 3.5 %) and median sales price (-3.5%). We are seeing increases in residential sales volume (+ 7.7 %), and total houses sold (+ 11.5 %) compared to this time one year ago. Median sale price and average sale price has decreased in so far in 2011 mainly due to a large number of sales of entry level affordable homes within Leelanau County. I will post the entire 2011 sales statistics and market report in early January 2012 once the December home sales are finalized.

The home sales statistics compare housing sold in Grand Traverse County (Traverse City area) from January 1, 2011 through September 30, 2011 to the same time period in 2010 and 2009. This includes the townships of Acme, Blair, East Bay, Fife Lake, Garfield, Grant, Green Lake, Long Lake, Mayfield, Paradise, Peninsula, Union, Whitewater, and the City of Traverse City.

As you will notice in the housing sales data posted above, 2011 residential real estate sold in Grand Traverse County / Traverse City has continued to remain almost identical to 2010 in terms of average selling price, median sale price, sales volume, and total units sold. Mortgage Rates Remain at Record Lows

The 15-year fixed-rate mortgage reached a new record low of 3.29 percent this week, as 30-year mortgage rates remained at the record low it reached last week, Freddie Mac reports in its weekly mortgage market survey. 

Here’s a closer look at mortgage rates for the week: 

  • 30-year fixed-rate mortgages: averaged 4.09 percent, matching last week’s record-hitting average. Last year at this time, 30-year rates averaged 4.37 percent. 
  • 15-year fixed-rate mortgages: averaged 3.29 percent, marking a new all-time record. Last week, 15-year rates averaged 3.30 percent, and a year ago at this time, it averaged 3.82 percent. 
  • 5-year adjustable-rate mortgages: averaged 3.02 percent this week, up from last week’s 2.99 percent average. Last year at this time, the 5-year ARM averaged 3.54 percent. 
  • 1-year ARMs: averaged 2.82 percent, up slightly from last week’s 2.81 percent. A year ago, the 1-year ARM averaged 3.46 percent. 

"A sluggish economy and investor concerns over the European debt markets left mortgage rates largely unchanged this week,” says Frank Nothaft, Freddie Mac’s chief economist. Housing data remained mixed this week with new-home construction dropping 5 percent in August, while existing-home sales rose 5 percent in August.
